https://manual.joomla.org/docs/next/get ... uirements/ states "recommended" PHP 8.2 but doesn't suggest "8.2 or higher".
Try PHP 8.2 - does the problem resolve itself? With PHP 8.3.x, you might need to turn on PHP error reporting to maximum and enable debug to obtain additional error information.
Can you post the FPA Report to this thread so we can review its details and advise you further?
Gateway timeouts as I understand are a communications/response time problem between two servers (perhaps your remote database server and your web server are a perfect example).
Suggestion: rather than migrating to 4.4 why not 5.1 (the latest release)? 4.4 will be out of support by October this year except for security and bug fixes for another 12 months. 5.1 supports 8.3+.
The easiest way to copy a site between servers is with Akeeba Backup and Kickstart - but it sounds like your setup is a bit more complicated than most standard hosting plans (whether shared or VPS). I think Akeeba can handle remote database servers as much as "localhost".
